I think this would work better.
Just to be clear, because I noticed Len doesn't fully understand the system (and others might not too).
A rule, change to a rule, etc has to go through 2 phases, the Suggestion phase and Voting phase. (unless it's done by an Admin or Bureaucrat)
Suggestion: This phase is used to create what will be voted on. Get feedback from the community and shape the suggestion. This is not highlighted, as many suggestions can be happening at the same time.
Voting: The whole community gets to vote on it and it's highlighted.
